If it is a FFA I would have to say Gaara..
That was not really specified though. He would win in a FFA because he can attack everyone at once. It would e hard for them to escape his sea of sand tech. (I know that is not the proper name of the jutus)

it would most definetly come to gaara and sasuke because after gaara pwnd sm1 the leaf ninjas would team him and sasuke naruto shika would be left and then it woul be gaara vs sasuke again
