I got my 3 NvS in the mail to today (Thankyou Darth Sideous :)) and I built this on a whim.
T0's:
2x Konohamaru (Outcome of the Training)
3x Shino (Insect Warriors)
3x Choji (Source of the Power)
3x Sumaru (Power of the Star)
3x Naruto (Control of Power)
3x Sasuke (Breaking Off the Connections)
T1's:
2x Sakura (Determination)
2x Rock Lee (Berserk)
T2's:
3x Gaara (Tragic Name)
2x Shikamaru (Thinking Mode)
T3's:
2x Temari (Wind Pressure)
Client's:
2x Emi
Mission's:
3x Changes in Pairings
3x Naruto vs Sasuke
2x Reunion with the Former Teacher
3x Pass Permit
Jutsu's:
3x Unexpected Attack
3x Shadow Clone Jutsu
3x Paper Bomb
Only comment I dont want is one stating to turn it into Vs Prince.....

Maybe try Kiba Leading Scout? Early game he can score you a few extra BR's

T1 2/1 is fail however. Especially with Lee starting at 3/0 and getting bigger every turn, and Sakura for a 0/1 and can give +2.

How bout Iruka R? Seems to fit well in the deck with Sakura D, Sasuke BOTC and all

If I remember correctly he has 1 support, which isnt enough to help me. Most of the Sasuke is going to hit Konohamaru and Naruto or maybe a random Sakura here and there. Which are Ninja I dont need to heal. If I played any Iruka id play Iruka (....) whichever one gives vanilla's +1/+1.

I thought about him during building but Gaara, Temari, and Sumaru dont get the +1's.

but he works with sasuke by healing whoever sasuke hit, lets sasuke hit them again, and iruka can be a target for sasuke and then chuck with garra.

Maybe but my T2's are better than him, Shikamaru gives constant permanent +1/+1 and Gaara is self explanatory. If you can give me a reasonable choice to take him out for lmk.
Use Hinata instead of Kono. Healing people, injuring the, getting +2, healing again is crazy.
Kono is the only was I speed up the deck other than Reunion. And with NvS I need as much acceleration as possible to hit Changes, Pass Permit, and NvS.

so I was wondering, how does ur deck do with the pass and changes. Does not having the 9th match give difficulty at times when you want Gaara? Are there moments when you do not have your right element to play either ur wind or lightning missions. How is the flow of this deck. i was thinking bout doing something similar to this myself but was afraid that it may end up being a failure becuz of my lack of wind cards. How is urs doing?

Pass and Changes are in here to give me other ways I can win just in case I dont get NvS, or if for some reason NvS doesnt win me the game. I usually always have a card to pay for the missions unless for some reason Im discarding alot of cards from my hand. Usually I win with rushing the first few turns, sometimes a T2 Emi, T3 Changes, and then a T4 NvS/Pass Permit/CHanges In Pairings for game.

they only thing i would recomend is ..2xidates for the kono(for super temp early game). maybe sexy jutsu(anc) or ninja art kajaku wing for negation

I like the idea of the Idate but I think for Mera's deck...having a konohamaru would benefit more because for this deck...that extra draw could be all you need for the win

Yeah. I literally went 25-0 today with it during playtesting... Sharingan21 can vouch. I hit curve so nicely, and every ninja does their job so perfectly. I won all but a few games by turn 4, other went to 5 or 6. Played against Mono Earth, Mono Water, >2k, and some weird medical wind/water deck.

It wasnt a tourney, it was playtesting day for the GA Jonin. Played 25 games, won them all, and pwned face ^.^.

I just took what I know about NvS from Evil Jim, then looked at Zeros, Bruces, and all the other guys who run Tempo.

How do those work out? Do you have any problems with hand costs, and how much do Pass Permit and Changes help?
Also, I've been testing out Dosu (either damage kind), and he can be sort of decent, you might want to give him a try if you have room and time. Might actually work out.
I need more things to test ;_;

Kono is speed and he can rush.
Sumaru is on element and has that T0 3/0, so he rushes as well.
Gaara should be 3x in ANY NvS deck.
Changes wins games.
Pass has won a few games, may take 1 out.
Unexpected Attack has won games.

The downside of Pass Permit is that it is the same turn as Naruto vs Sasuke. And it's obvious which you'd rather play. It's not a bad option though; I've lost games when I get to 8 or 9 and can't break through. I might side it in the future again or run a random 1 of.
Kiba is best as a 1 of, if that. He's techy because he can break through when your opponent goes into chump block mode.
I think you should run 30 Ninja.
I also think that running 17 zeros is a bit excessive when they start deteriorating in power. You're better off running stronger drops like Iruka and Neji.
However, one of the things that I eventually discovered through lots of playtesting: the uselessness of Shadow Clone Jutsu in this build. Why? Because I was as stubborn as the next person and refusing to run 9th Match with Gaara [Tragic Name]. 9th Match is like running another Ninja and it's dual element which makes it perfect. It also sets up the Shadow Clone bluff. Your deck has the following ways to bluff Shadow Clone, none of which are reliable or good.
- Hard charge
- Choji
- Reunion + hard charge or Reunion + wait it out (hah)
- Growthing yay
- Naruto vs Sasuke
Sure using Shadow Clone during NvsS is a plan but it's not as powerful then. OVing a team is much better.

oh wow. that's amazing...i recently built my NvS Deck, and my build is similar in a way to Mera's....
and i came into realization of what you just mentioned there yesterday about SCJ....

I wanted to run 30 ninja, but I didnt want to switch any of the mission or justsu and wanted to fit Emi in for obvious reasons lol. I may take out 1 Permit, but keep 2 since its won me a few games. I may take out a Permit and a SCJ for 2 9th Match.

She being a 4/3 is nice, alot better than a 0/2 IMO for this deck. I also dont want to get hit by a random Browbeater =/

i was also gonna try out Gaara {Great Debt} just for kicks, x)
I've been trying out Wind pressure, usually she comes out n' it's like, half n' half on whether or not she'll strike a mission out of the hand or not. ahah.
i've decided to main deck Anko {Blocking} to test, x) ahah.
it was a hard decision to run WP or WS, so i went with 1 n' 1, lol.
too many SCJ shenanigans nowadays, and i'm scared of Water and Fire with their silly Furiosu Currents and Trigrams and Vortex Jutsus =]
