i dont understand how he can use the justu it says he can only use water symbol justu

The new rare Orochimaru can use -any- Jutsu with a water symbol and a printed cost of 3 or less ignoring the requirements.

What this means is that...

a) He can pretty much use any water jutsu
b) It has to be 3 Jutsu cost or less.

[Neji]

His effect basically allows him to use most sound 5 jutsu, Striking Shadow Snake while blocking, Tasteless and Orderless Drug, and other requirment specific jutsu.

He is able to Jutsu with Water symbol in up-right corner with cost 3 or less.
So he can use Jutsu like J-036 Crystal Ice Mirror without Haku :P
