You use the tags (I put spaces in them so they would display as text):
[ IMG] [ /IMG]
In between then you type the URL of the image you are wishing to post. Its rather simple, you'll get the hang of it :D

here ill try and explain real quick ok first heres an image http://www.animegalleries.net/albums/Naruto/itachi/thumb_naruto_itachi0014.jpg
now then this is what you do here ill even give you the URL of the pic i just posted
http://www.animegalleries.net/albums/Naruto/itachi/thumb_naruto_itachi0014.jpg
ok now you copy that URL or if its a pic from the net right click the pic and copy the URL then when your posting click the mountain picture and when you roll over this icon it says insert image then once you click it a window pops up erase the http or whatever from the box then paste the URL and the URL will go between these then leave the area within the brakets alone and when you post the image should appear.....to test it use the URL i pasted into this post
hope that helps
and heres a link to a site that has alot of sakura pics/avvys in it
if you click one of the pics it sends you to a screen where you can change the size of the pic to an avvy size

yes you can only post images inside those image tags with a URL. you can only use a URL.

Be warned, any direct linking of images in such manner must come from ones own personal webspace. Simply leeching by pasting in a URL you find on the net is a big no no.

That's why people should re-upload them through Photobucket (http://www.photobucket.com) or Imageshack (http://www.imageshack.us) instead of usurping bandwidth from people.

Can you do that and just give credit to the site or place where you obtained the picture?

No, your still leeching bandwidth. It's not an issue of giving credit or source (which is also important), it's about sucking on someone elses bandwidth.

Ok final question...what if I were to get permission from the source. Sorry if I'm annoying you with all of these questions that are not of much importance. Although I have seen several posted pictures lately.

Posted pictures are checked on occassion when I find them, I have deleted many who were leeching from someones personal website. Use your own webspace, or don't post any pics. Simple as that. As for getting permission, rather not have to deal with this as anyone can claim they got permission but they don't, and were not going to be verifying peoples claims.

one thing that could at least lower the amount of times people do that is to make it so that we can upload pics from our comps like we can avvys

That costs way to much money for Bandai, and lots of database issues. Want to post pictures, you use your own webspace.
