We've known the symbol for Coil of the Snakes since they showed us the promos. Both of the [Misplaced Anger] Naruto and Revive Sharingan! have the Uchiha fan symbol on them and thier pics have been up for a month.

As far as the surprise at the symbol chnage the rule book does state that the set symbol will be in the bottom left corner to the right of the number, and have you looked at the gato client preview it also had the sasuke fan sign, I wonder why it is the sasuke fan, when does it ever some into play in this arc of the anime?

I think it makes sense based on what chapters from the storyline this set is from.

here at the start of the chuunin exam, we learn more about Sasuke's past and the importance of Sharingan.
Orochimaru appears specifically to place his mark on Sasuke while hardly even paying attention to the main character of the story, Naruto. Much of the events that Orochimaru is setting in motion here really are based on Sasuke and Orochimaru's schemes to acquire Sharingan for himself.
There is a Sasuke in Coils whose ability is called Seal of Orochimaru.
We learn that Sasuke is like a co-protagonist/tragic hero type to Naruto. I think we first learn more about Sasuke being last of the Uchiha clan (dont remember exactly how much information is revealed here).
Even though this is the introduction to everyone's favorite Sand Ninja, Gaara, Kankuro and Temari, in the storyline, they really arent the focus, at least from what I remember. I remember Sasuke's importance to the story coming into focus during the early Chuunin exam episodes.

true but sasuke's past, his brother, and the tragedy of the uchiha clan isn't really revelead until later. I would have thought that would be the better time to use his family crest instead
