I kind of read somewhere that cots sexy jutsu could be used as a negation.If this is true,how does that work?

yes, if your opponent uses a jutsu, then you can use sexy jutsu to put the user of that jutsu on your side of the field, then the jutsu does not resolve because the user is no longer on your side of the field.

if it's a jutsu like water vortex it will be negated or if it's a jutsu that goes on like ninja and you take the person that used it it would still go threw so yeah it can negate some things

no, the rules say that a ninja has to be on your side for your jutsu to go through, so sexy jutsu will negate near everything.

Wrong. This comes straight from the Rules forum:
Now, when a Ninja uses a Jutsu that has one of the above (or similar) targets, and the opponent "cuts in" with Sexy Jutsu (J-110), and Sexy Jutsu resolves normally, the following happens when the original Jutsu tries to resolve:
1 Ninja - as long as the Ninja is still in play, the Jutsu will resolve normally. the 1 Ninja, since it could be anywhere when the Jutsu was used, is still a legal target and the effect is unaffected by the control of the User.
User - as long as the Ninja is still in play, the Jutsu will resolve normally. the User, originally under the player's control, is still a legal target if the control changes, unless there is something specific about control regarding the target. note: if the effect includes discarding, searching, etc., then the effect will be viewed from the current controller's point of view and not the original controller's when the Jutsu was initially used. (added 3-4)
Every Ninja - as long as the Ninjas are still in play, the Jutsu will resolve normally. "Every Ninja, since they can be anywhere when the Jutsu was used, are still a legal targets and the effect is unaffected by the control of the User.
Every Ninja Battling against the User - Since the target is no longer "Battling against the User", the Jutsu would fail.
Every Ninja in the User's Team - Since the targets are no longer "in the User's Team", the Jutsu would fail.
The Team Battling against the User - Since the target is no longer "Battling against the User", the Jutsu would fail.

That doesn't make sense the way I see it if the Target is still valid then it will still go through so if player A has a team of Zabuza and Haku then Player B uses Sexy Jutsu on Zabuza the target would still be applyable so it would send Haku back to Player A hand. But if thats from the rules section then I can't argue it, this is just the way I see it should be.

I'm guessing that you're talking about Zabuza using Water Style: Giant Vortex Jutsu (J-034).
Think about it this way. Player A's Zabuza (with Haku as back ninja) uses Giant Vortex Jutsu, targeting Player B's Kakashi. In order for the jutsu to resolve, the target must be battling against Zabuza. Player B's Kakashi uses Sexy Jutsu (J-110), targeting Player A's Zabuza. When Player B's Sexy Jutsu resolves, Zabuza moves to Kakashi's team. Since Kakashi (the original target for Giant Vortex Jutsu) is no longer battling against the user, Giant Vortex Jutsu no longer has an applicable target and resolves without effect.
