It has to do with the story line in Naruto, and since Itachi has not appeared, Itachi cannot be put into a set yet...maybe next one (Atleast, where I live, Itachi Hasnt appeared yet)

this set takes place all of when the sound and sand invage konoha.

The fifth set will take place between the first site of itachi to the battle of sanins

The sixth set will take place when Naruto, Shikamaru, Kiba, Neji, and Chouji set out to get sasuke from the sound four(my favorite part of the show)and will end after sasuke and naruto stop fighting
