well, in the right situation maybe, but I don't think it will see alot of play if thats all it does. Can't say I expected much from it since it is Yamcha's Tech

It would depend on what the Timing is on Spirit Ball's effect. It will most likely be [Attacker l Strategy] or something close to it. I'm not 100% on this since I have not see the card myself yet.

currently no, I dont know why there is no cardlist out yet :(

Since this card gets rid of an event, it should be useful because in the rules, it says that all events stay in play unless they have the time limit effect on them.
