Should I get Goku or Frieza starter deck?

Its all how you are going to play, most people are probably going to get both, and more then just one of each. But if you are going to start slow in the game, I would suggest Goku.

I would get a set to get all the wish cards.

To quote my favorite comedian, Lewis Black, "Why wouldn't you?" Get them both. You know you're gonna want to try them both in the end anyway. And while you're at it, get a bunch of boosters. No matter what started deck you get, you won't have enough cards to saitiate your need for cardboard crack. You know that, I know that, everyone who plays card games knows that. :D
