Whos the best Villian of the card game? Why are the villians seemingly better than the heroes?

I'm sure when you say Villains you mean the Villains in the show in card form?
The best Villains are Frieza FF, Cell, King Piccolo and 17/18(There my be a little more that I don't know or can't remember). Also I think Goku SS is underpowered in this game.

But why are they better. I mean sure, yeah, they are undisputably cooler. But not stronger. I mean the good guys always win. The cards should reflect that...
