Many random questions hoping to be answered:

-How many sets have they planned out already?
-Have they already created the forth set and is just waiting for it to be massed produced?
-From the release of the latest set how long does it take for them to produce the next set?
-How far into the future has the cards been planned out?
-How much / how long are the cards tested for balance?
-has bandai just been lucky about their balancing?
-Why are there mistakes on the cards? for example: General Red's ability description and Vegeta's "super recovery" that both required an errata.
-Is the brokenness of cards planned out to be that way?
-Some of us think that villian will be the top deck coming up and everyone is going to run it because it is broke. Was this planned out by bandai?
-Will something come out in the fourth set to make villan look weak and to restart all the talk about another color being broke/overpowered?
-What were they seriously thinking when they made the four witches thech?...seriously.

I dont play the game all that much so I might not be that much of help but here are my 2 cents. People tend to throw around the word "broken" a lot. Not trying to bash anyone but it is over used. Just cuz a deck will be used a lot doesnt mean its broken. For instance look at faeries in magic. By what most people use broken for that deck would fall under broken. They aren't broken they are just extremely efficient and good at what they do. Im not saying villain doesn't have the potential to be broken cuz as I said I haven't played all that much (due to not having money). Its just that bandai is leaving other elements behind. Now if this is intended or accidental idk.

Bandai has made it so that the game could go as long as there is a following since they didnt make Scores mistake and based it on sagas. Sets take about 3 months or so. Many games have misprints. Its just something that happens. The only game I know about that doesnt have misprints is magic to the best of my knowledge.

From what I know by listening to the Naruto CCG podcast, they usually are playtesting the next set already by the time the previous set is announced and begins getting previewed.

So for example, Fusion is already in playtesting right now, even though Destructive Fury has not been released. And once we get close to them beginning to preview Fusion, Set 5 will already be on the playtesting floor.

There are no breaks for them with developing the game and cards, so as soon as they finish a set they immediately begin working on the next.

Hope that answered a couple questions.

This is because they have such a huge staff working on the CCG (just M:tG), whereas Bandai has maybe two or three people at max working on all of their CCGs (Naruto, Dragonball, Ben10, Power Rangers). Then again, it might be like two people per game actually.

Im not trying to bash the game I just know how huge magic is so I know they have large staff. Bandai is doing a good job tho. You cant always catch everything with a small staff.
