can you use solar flare and lower a warriors turn cost so they can't block and you go straight through????

I belive you could if it is a turn 4, then it would be made a turn cost of 2.
I'm not 100 hundred percent sure but sounds right.

But solar flare is an action. Since your opponent is already blocking I don't think he you can stop him from blocking this way.

goggles is correct, if you could lower the turn cost as a strategy that was not defender, or with an event then yeah would work.
