Are you asking this for which group they belong under ?
I think they are not included since technically the red ribbon army was defeated in the DB saga.

I don't think they should be because they rebelled and were not really part of the DR. project.

well, 20 is Dr. Gero, so thats why he is RR. 19 is RR because he is loyal to Dr. Gero. I would assume that 17 and 18 (and most likely 16) will not have the RR characteristic because of their Rebellion

I agree, and I think it would be a bit unfair on the rest of the warriors (considering the pump) for them to get the 'Red Ribbon Army' characteristic.
And btw, If you haven't figured it out yet, :p he meant 'General Tao' not Taoon. lol

android 17 and 18 are just going to be another facet for villians.. whether or not they are red ribbon, the creators for this game cannot make one team totally broken, and it gives some creativity with villian decks all the same.

i dont think they should be because the rebelled agianst the late dr but at the same time i can see why they would have it but either way it dosent matter they made a event that hands that trait out and all so by your thinging cell should allso have it

Yeah. I figured out he meant, "General Tao on DBZBT3"...but it doesn't matter because setting up that match doesn't present anything special.
