Well since the question has been asked, i figured i'd bring up the answer:
Rules Q&A: Is only allowed to be answered by moderators of that board;
Why: Because if anyone was allowed to answer, and that person didnt know the correct ruling it could adversely affect the game play for anyone who reads it.In Example if a random member was able and gave an answer that was incorrect, it could to several people using and or ruling the card incorrectly The moderators are able to answer because they know the rules and are allowed to make official rulings as i assume, set up by Bandai.
Meijin: Simple as that if you are not a registered meijin then that board is locked to you as access to regular members is unnecessary
Hope this brief explanation helps, as i know most of the bard members are aware of this already, but i figured id put it out there now
