this has a high chance of happening because it would be easier to put requirements hermit style then to put all the characters names

Yeah, that's definately what its for. Hermit Style is Master Roshi's style and I would be willing to bet that there will be technique cards that only his students can use :)

We all know why that is though. Cell was made up of the cells of people who are able to use it. He is programmed to use those techniques.
Buu was only able to use it after he absorbed someone who was able.

I don't think there is a better way to do it though. If you havn't been trained to use the Kamehameha then you shouldn't be able to use it, right?

Why shouldn't it? It's based on the hit anime/manga series then let it. >_>
Hermit Style would be for like Master Roshi and whatnot, but there might be a Style for training with King Kai and maybe Grand Kai as well.

a show/manga that also ended almost 10 years ago.
By now, evolving the characteristics of what Akriya Toriyama left behind for the show is something else.
It cant all just be Blasts and Destructo Disks.

I really don't see a character who can't use a technique in the show using it in the card game. In the Naruto CCG we don't see Ninja without Sharingan Eye using cards that require Sharingan eye. The reason for that is that the Sharingan is a technique that is limited to only a couple characters. That is exactly the same when we look at the techniques that the DragonBall characters are able to use. There are some techniques that everyone can use. Those are punches, kicks, ki blasts, etc. but then there are techniques that only certain characters can use. Those techniques should be restricted to only characters who have certain characteristics, such as Hermit Style.

your right they will do it that way it's just sometimes cards that specify for just a character or a small group don't end up being very good.
